1) If personal funds: I am a US Citizen or lawfully admitted permanent resident of the United States. I do not hold any personal government contracts in my own name or unincorporated sole proprietorship. Employees of government contractors may contribute.

2) If corporate funds: The corporation is incorporated in the United States and the decision to contribute was made by a US Citizen or permanent resident alien. (If the corporation is a subsidiary of a foreign national corporation, contributed funds must be from US profits). The corporation does not have any federal government contracts.

3) This contribution is not being made or reimbursed from the funds any other person, including a federal government contractor, national bank, foreign national with permanent residency status or a foreign corporation.
